This photograph, kindly provided to me by the son of one of the Constables in the photograph, was taken at the Ross and Cromarty Constabulary’s Headquarters in Dingwall on 25th July 1927 on the occasion of the Inspection of the Force’s Dingwall Division by His Majesty’s Inspector of Constabulary for Scotland.
I am presuming that the gentleman in civilian clothing in the centre of the front row was the HMI himself, and it likely to have been Major Sir ARTHUR GEORGE FERGUSON CBE DSO, who retired from the post in 1927. So this is likely to have been taken to commemorate his final visit.
From Pitfour in Aberdeenshire, he was commissioned in the Rifle Brigade and saw service in the South African War. He was appointed HMIC for Scotland in 1904 to replace Captain DAVID MONRO, and he was recalled to his Regiment for the duration of WW1.
To Major Ferguson’s right is Chief Constable Captain DUNCAN FINLAYSON (native of Lochcarron, Ross-shire) who held the Chief Constableship from 04 August 1905 until his death on 13 December 1934.
To Major Ferguson’s left is Superintendent (Deputy Chief Constable) John Ross, a native of Alness Ross-shire, who joined the force at age 21 as a Constable on 28 January 1888. He quickly (for those days) made Sergeant, in 1898, and then Inspector at Dingwall in August 1901. He was promoted to Superintendent in charge of Lewis Division in 1907. In 1915, following the retiral of Supt Kenneth Cameron, Supt Ross transferred to Force HQ in Dingwall to take on the role of Deputy Chief Constable, a post he would hold until he had to retire on age grounds in July 1934. He was awarded the MBE in June 1927 for "Consistent and Efficient Service" – so this may have been another reason for the photograph being taken.
