This equestrian statue of General John Frederic Hartranft was modeled in 1897 and cast in 1899 by sculptor Frederic Wellington Ruckstull, a Civil War Hero and two-term Governor of Pennsylvania. Originally dedicated in 1899 in front of the main entrance to the Capitol Building, it was relocated in 1927 to the front of the Executive, Library & Museum Building. The 10-foot bronze sculpture rests atop a 10-foot, 6-inch high granite base.
John Frederick Hartranft (1830–1889) served as a Union Major General, receiving the Medal of Honor for his actions at Bull Run in 1886, during the American Civil War. He led the 51st Regiment of Pennsylvania Volunteer Infantry at the Second Battle of Bull Run, at the Battle of Antietam, and at the last major Confederate offensive of the war at Fort Stedman. At the end of the war, Hartranft was appointed special provost marshal for the trial of the Lincoln assassination conspirators, where he was responsible for the custody of the prisoners and the execution of four of those convicted. Following the war, he entered Pennsylvania politics, first serving as the Auditor General from 1867 to 1873 and then as the 17th Governor of Pennsylvania from 1873 to 1879. . As governor, he supported suffrage for African Americans, fought the corrupt Simon Cameron political machine, and championed the rights of the workingman.
The Pennsylvania Capitol Grounds, officially the Capitol Park, bounded by North Street on the north, 7th Street on the east, Walnut Street on the south and 3rd Street on the west, comprises 45 acres. Arnold Brunner designed the layout of the grounds, which originally totaled only 15 acres from the land Harris and Maclay gave to the state. The remaining 29 acres were added when the state bought the Eighth Ward.
