Explanation of Vote (EOV) on the UN Women Strategic Plan 2026-2029

United States Mission to the United Nations
Jonathan Shrier
Acting Representative of the United States on the Economic and
Social Council of the United Nations
New York, New York
September 10, 2025
AS DELIVERED

Madam President, thank you.

The United States would like to request a vote on the decision to adopt the UN Women Strategic Plan 2026-2029 and to offer this explanation of vote before the vote.

Efforts to eradicate the biological reality of sex fundamentally attack women by depriving them of their dignity, safety, and well-being.

The United States strongly supports the protection of women and girls and the defense of their inalienable rights. We cannot endorse a plan that contains elements that are at odds with U.S. policy.

As an Executive Board member, the United States takes seriously its oversight responsibility over agency operations and how the agency allocates resources, including for the UN Women Strategic Plan.

We reiterate that UN Women must focus on its core mandate to promote the success of women and girls. The United States strongly opposes the inclusion of harmful gender ideology as we believe it is detrimental to the well-being of women and girls.

UN Women’s efforts must protect biological truth by using clear and accurate language and policies that recognize women are biologically female, and men are biologically male.

Efforts to eradicate the biological reality of sex fundamentally attack women by depriving them of their dignity, safety, and well-being. Over time, radical ideologues have used deceptive language to undermine women and distort reality.

The Trump Administration is restoring truth by confirming biological reality and standing up for women, families and the values that make America stronger than ever.

In addition, there has unequivocally never been an international commitment on “sexual and reproductive health and rights,” and we strongly oppose UN Women unnecessarily including this non-agreed term in the Strategic Plan, particularly because SRHR is categorically not in UN Women’s mandate.

Madame President, thank you for the opportunity to deliver this request for a vote and explanation of vote.
