Cisco Van Doorn’s story is one of rare ambition, relentless experimentation, and an instinct for innovation far ahead of its time. Born in South Africa in the 1980s, his career began unusually early in the short term insurance industry. By the time most young professionals were still exploring their options, Van Doorn had already become one of the youngest Financial Services Provider (FSP) licence holders in the country.

From Traditional Insurance to Tech Driven Transformation
After several successful years in brokerage, Cisco merged his company with one of South Africa’s largest insurance brokerages. It was during his time in training and development that his interest in future ready business strategies and digital transformation began to crystallize.
What followed was the beginning of a journey that would intersect with artificial intelligence long before AI became the global phenomenon it is today.
Pioneering Web-Based Insurance and Early AI Integration
Cisco launched South Africa’s first functional web-based insurance lead aggregator—a platform so ahead of its time that it was swiftly acquired by a leading insurer and then quietly shelved. The suspected reason? The market wasn’t technologically or culturally ready to adopt it.
But what truly made the platform remarkable was its use of experimental artificial intelligence. It leveraged A.L.I.C.E. (Artificial Linguistic Internet Computer Entity), the early chatbot framework created in 1995 that eventually birthed AIML (Artificial Intelligence Markup Language). AIML would go on to inform the development of the large language model ecosystem we know today.
Even then, Cisco’s work was already hinting at what conversational AI could become.
Collaborating With Early AI Pioneers
Remaining committed to the AI movement, Cisco collaborated with open-source innovators such as Bot Libre, participating in initiatives involving some of the earliest trailblazers in the field. As he sharpened his technical expertise, he worked with multiple Policy Administration System (PAS) companies and played a role in establishing Insure Cloud, among other ventures.
These experiences laid the groundwork for one of his most ambitious achievements yet.
The Birth of Insure Tech (2015): Where AI, Blockchain, and Vector Intelligence Converged.
In 2015, Cisco Van Doorn founded Insure Tech (Pty) Ltd, introducing a technology ecosystem that combined:
- Large Language Models
- Blockchain methodologies
- Vector-based data architectures
This combination created something unprecedented in South Africa: the first functional automated insurance advice system designed for the financial services sector.
Its core engine—a model named NICKY (Neural Insurance Companion for Knowledge & Autonomy)—was initially inspired by technologies such as Diffusion v1.4, TinyBERT, and Neo 125M.

NICKY was far more than a chatbot. It could:
- Generate real time quotes
- Issue and service policies
- Manage collections and financials
- Provide factual, regulation-aligned advice

Together, these capabilities effectively replaced many functions of a conventional PAS.
But Cisco’s intention wasn’t to replace people — it was to enhance efficiency, allow companies to reallocate staff toward growth initiatives, and reduce friction across the insurance value chain.
Insure Tech positioned itself not as a system replacement, but as a smarter, AI driven front-end that seamlessly integrates with existing infrastructure.

Despite its successes, Insure Tech’s biggest hurdle today is not technological — it’s cultural.
The insurance industry is traditionally conservative, and many organizations still show resistance to change, especially when innovations challenge long-established processes.
Yet, as global markets catch up with AI-driven transformation, the foresight behind Cisco Van Doorn’s work becomes increasingly evident.
